Women consider ICT to be a major element in their personal growth and development for improving studies, staying informed and earning a living. Women empowerment expands womens abilities to make strategic life choices in a context where they were previously denied of this ability. In this connection, this study brings forth a conceptual framework emphasizing on the importance of using ICT and mobile learning to rural women, whereby they may be supported to alleviate themselves into the main stream of society.
